	Overview: The Philippine National Committee to the IHDP was organized in November 1999 through the initiatives of Dr. Felipe P. Lansigan, professor from the University of the Philippines (UPLB) who first came in contact with IHDP in 1998. The first Philippine National Workshop organized was possible with support from the IHDP "Seed Grant Initiative". Twenty-eight researchers from 12 research and academic institutions from all over the country participated in the national workshop. The workshop aimed to 1) make an inventory of completed and ongoing HDGEC research in the Philippines, 2) define the national framework and agenda for research on HDGEC, 3) develop collaborative meschanisms for networking among researchers and research institutions, and 4) formulate strategies to generate resources to support research on HDGEC. The conference discussed water governance and poverty issues in rural areas in the Southeast Asian region to identify priority research agenda and policy directions in water governance towards poverty alleviation and food security. It also hoped to pave the way for regional collaboration on water development initiatives. The regional conference was organized by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) based in Los Banos, Laguna, Philippines in partnership with institutions committed to the same cause.
